The quarantine policy decision-making process in Australia is subject to the principles of the World Trade Organisation's SPS Agreement. It is primarily based on the risks and associated economic costs accruing to producers in the event of disease entry. The costs of a quarantine measure in terms of forgone trade benefits are not considered. The impact associated with this asymmetric approach is identified by demonstrating the gains to consumers which may arise through liberalised markets using a case study of the Australian apple industry. A partial equilibrium analysis is used to show the impacts of apple market liberalisation, which can be expected to yield gains to consumers which are greater than the economic costs to on producers. |

In Tunisia, the apples occupy a significant place on the sector of perennial crops. This crop covered expanded areas during the eighties following an extensive use of efficient water equipments. However, significant seasonal and annual variation of fruit supplies in the domestic market were frequently encountered affecting prices at both wholesale and consumption levels. Hypothetical bias is a persistent problem in stated preference studies. We propose and test a method for reducing hypothetical bias based on the cognitive dissonance literature in social psychology. A central element of this literature is that people prefer not to take inconsistent stands and will change their attitudes and behavior to make them consistent. We find that participants in a stated preference willingness-to-pay study, when told that a nonhypothetical study of similar goods would follow, state significantly lower willingness to pay than participants not so informed. Organic producers have limited methods of avoiding plant diseases that result in cosmetic damage to produce. Therefore, the appearance of organic produce is often less than perfect. We use an experimental auction to investigate how cosmetic damage affects consumers' willingness to pay for organic apples. We find that 75% of the participants are willing to pay more for organic than for conventional apples given identical appearance. However, at the first sight of any imperfection in the appearance of the organic apples, this segment is significantly reduced. The number of insecticide applications made by an apple grower to control an insect infestation is modeled as a geometric random variable. Insecticide efficacy, rate per application, month of treatment, and method of application all have significant impacts on the expected number of applications. The number of applications to control a given insect population is dependent on the probability of achieving successful control with a given application. Results suggest that northeastern growers have the highest and mid-Atlantic growers the lowest probability of controlling an infestation with a given application. Proper sunlight distribution in the tree canopy during the fruit-bud initiation period could increase the number of fruits and the quality of fruit development in the following year. Through winter pruning, it is possible to remove all side structures developed at the center of the tree and on the undersides of the branches. In the following spring, this pruning method produces a tube-shaped area in the canopy center that improves the penetration and distribution of light from the central axis to the canopy periphery.
